45th session of the UPR Working Group of the Human Rights Council (4th Cycle)

Introduction
HKDC wishes to contribute to the concluding recommendations supported by the People’s Republic of China (PRC) during the 3 rd cycle of the Universal Periodic Review. This submission focuses on the substantial changes to the implementation of human rights, particularly issues related to Art. 19, 20, 22, 25 of the International Covenant on Civil and Political Rights (ICCPR), in HK since the last review.
This submission outlines four key areas of concern regarding restrictions on the exercise of freedom, erosion of rights, and failure of the HK government (HKSARG) to comply with international human rights law:

Freedom of expression drastically restricted

Freedom of assembly indefinitely suspended

Freedom of association so grossly restricted as to be effectively suspended

Right to political participation effectively abolished; all those deemed “unpatriotic” excluded from the political system
HKDC strongly urges the PRC government and HKSARG to immediately cease the systematic crackdown on basic civil and political rights.
